Patch 7.39b — balance patch

A global nerf to crit items: Daedalus -10 damage, Crystalys -5 damage. A buff to ranged carries (Drow Ranger, Sniper). Aghanim's Blessing now gives +200 HP. The studio leveled the meta after the previous minor's melee-carry dominance.
